Getting Your First Business License
What you need, and where to file it.
Do you need one?
Most cities and counties require a general business license to operate. Some industries also need a state license. Financial services, healthcare, construction, and food service almost always have a state desk on top of the local one. Operating without a required license can mean fines, a cease-and-desist, or unenforceable contracts.
What kind, and where to file
Start with the city or county where the business sits. That office issues the general business license or tells you it is a county filing. Then check the state agency for your industry:
- Collection / ARM: collection board, banking department, or secretary of state; some states issue no license. See the collection directory and the Arkansas collection agency license.
- Consumer or commercial lending — banking, DFI, or consumer-credit agency, usually on NMLS. See the lending directory.
- Money transmission — FinCEN MSB registration plus a state money-transmitter license on NMLS. See the money-transmitter directory.
- Mortgage — state mortgage regulator through NMLS. See the mortgage directory.
- Contractors — state contractor board and/or the city or county. See the contractor overview.
- Insurance producers and adjusters — state department of insurance, usually through NIPR. See the insurance overview.

What the agency usually asks for
A complete filing typically includes the application form, formation documents, control-person or owner disclosures, and, for many financial licenses, a surety bond and a registered agent. Money-transmitter applications also need a BSA/AML program and FinCEN registration. Open the state license page for any fee, bond, or timeline this directory has verified. If a cell says Varies, see regulator, open the agency link.
How long it takes
A state license page shows a timeline only when a regulator or NMLS source states one. The agency review clock, and any deficiency letter, decides the calendar. For clocks this directory has not verified, use fastlicence.com. For cited fee lines and filing paths, use LicenseStore costs and LicenseStore compare.
DIY or a filer
You can file yourself. The agency will accept a complete application from the applicant. If you want the package assembled and submitted, Cornerstone Licensing does that work. We do not reprint approval-rate or speed claims here.
